II) Public Session opened at 6:40 PM
A) Michael Pimentel:
1) 140 – 150 West Fordham Road complaints regarding illegal parking
of cars. (Refer to Public Safety Committee)
B) May Ford:
1) Expressed concerns regarding “Clean-up after your dog” law.
Stated that more enforcement is needed
C) Steve Adler:
1) Spoke about Housing and Sanitation problems
2) Illegally parked cars in bus-stop across from the 52nd Pct. on
Webster Avenue
3) Clean-up of Kingsbridge underpass. He stated that there is a need
for garbage pick-up and ice removal
D) Elga Cace (Bronx Library Center):
1) Thanked the Board for continued funding. Requested on-going
support
E) Chris Shoem (Bronx Library Center):
1) Named the specifics that library is funded for and thanked CB7
for their support
F) Sirio Guerino:
1) Expressed concerns regarding the lack of use of the parks for
youngsters during various construction projects. There is a need to
meet with the Parks Commissioner to discuss these issues
G) William Stanford, Jr:
1) Stated that 204th Street Subway “D-Line” needs a full-service
attendant at the north end
H) Sally Dunford (Director, West Bronx Housing)
1) Spoke about the concerns around foreclosure of 1 & 2 family homes
in the area. She stated that her agency needs more staff and support
I) Elizabeth Errico:
1) Reported that the Jerome Avenue Post Office has problems
delivering mail to the surrounding area. The Post Office needs more
staff and training
J) Kate Van Tassel:
1) Conducting a study and design of Fordham Plaza (Conceptual Design
Study) – 1yr. Study and process for Community Boards 5, 6, 7
K) Scott Cady (Citizens for NYC)
1) Reported that he has applications for ideas for various projects
by Community Organizations |
III) Councilman G.
Oliver Koppell was welcomed at 7:30 PM
IV) Motion to approve Agenda and Minutes. Motion was approved unanimously
V) Chairperson’s Report by Gregory Faulkner:
A) Spoke about the Public Hearing on
Budget Priorities and requests
B) Commented on the on-going Committee meetings
C) He is in receipt of a letter from Friends of Williamsbridge Oval
Park Committee (See attached)
D) Filtration Plant meeting to take place this upcoming Thursday
E) Local governments threatened by possible removal of Office of the
Borough President and Public Advocate
F) It was mentioned that the “CERT” team needs to be revived.
Volunteers need to be recruited and trained |
VI) District
Manager’s Report by Fernando Tirado:
A) Board Member items
1) Folders: folders contain general information about upcoming
events. Each committee chair may also have specific items
(announcements, documents, or other information) in their folder
that should be discussed at their specific meeting. Items that are
passed an event date are still included as an FYI about the issue or
program.
2) Schedules for committee meetings for the next community calendar
are due February 22, 2008.
B) Website Information
1) Registered a web hosting company that will accept purchase
orders, Total Creations, Inc. We are waiting for an invoice with
detailed services
2) I’ve been taking pictures throughout the neighborhood for use on
the website (Marathon, University Heights Bridge, etc.) Board member
pics (?)
C) Computer purchase pending further review.
D) Liquor License application – Will be referred to the public
safety committee for review
E) DSC information
1) Police:
a) Graffiti. Working with city agencies for more reporting.
b) Summonses given for parking at Loring Place on Fordham Road
c) Weed-n-Seed program for disconnected youth (similar to Bx DA’s
Office – Jerri Oregi), Also DYCD wants community orgs to work with
these youth.
2) Traffic
a) Enforcement again on the Concourse median. Call 311 to register
complaint and call 718-563-3040 for enforcement.
3) FDNY
a) Cell phone towers on buildings and safety.
4) Sanitation
a) New class graduating in March will enforce nighttime residential
cleaning.
5) Parks
a) BBQ signs are in possession. Harris park maintenance will begin
soon until October.
6) MTA
a) Completion of the Mosholu Parkway #4 train station. Tracy Towers
entrance is now. Surrounding park area will be restored by MTA in
Spring
7) DFTA
a) 44% of centers are underutilized for several years, DFTA is
looking for new ways to serve seniors (see concept paper RFP)
8) Health
a) Rodent initiative and enforcement
9) Transportation
a) Library Lane plans, sidewalk extension
10) Stats
a) DEP
b) Compstat
c) Fire
d) Sanitation |
VII) Councilman
Oliver Koppell’s Report:
A) Spoke on frustration regarding
the issues around the Board of Education cuts and the Filtration
Plant problem
B) Expressed concerns around the concept papers for revamping senior
centers and the changes in senior meal service. He wishes the Board
would follow up on this issue and protest loudly
C) Capital project in the Board will be entertained. ($ 100,000 to $
500,000 projects). He suggested that the Board send him ideas. |
VIII) Borough
President’s Report:
A) See attached
B) There will be a meeting with the McSam Group at the Borough
President’s Office on February 28th, 2008 at 10:00 AM regarding the
Hotel on Webster Avenue |
IX) 52nd Pct.
Report:
| A) The 52nd Pct. did not attend the
Community Board meeting |

Reports:
XI) Land Use / Zoning
A) February’s Committee meeting will
take place on Tuesday, February 26th at 6:30 PM
B) City Planning will have a meeting to plan Webster Avenue Corridor |
XII) Budget /
Personnel / Ethics:
| A) Discussion of the excess monies
in personnel and how we intend to utilize the funds under the
guidelines. |
XIII) Parks &
Recreation:
A) Motions
1) Renovation of Poe Cottage – Motion unanimously approved
2) Request for World War I monument spotlight (letter to be sent
requesting approval) – Motion unanimously approved
B) Lehman College will have a panel discussion regarding artificial
turf on athletics fields on Saturday, February 23rd, 2008 |
XIV)
Transportation Committee:
A) Express bus to run in the Bronx
B) There was a Committee meeting on January 17th, 2008 about the
complaints regarding the Transit Yard on Jerome Avenue. The MTA
representative reported that the area around the yard was cleaned on
January 11th (prior to the committee meeting). |
XV) Motions:
| A) Send letter to Parks Commissioner
Hector Aponte to attend a meeting regarding the use of fields by
Little Leagues. Motion was unanimously approved. |
