MINUTES OF COMMUNITY BOARD #12
MAY 22, 2007


The regularly scheduled meeting of Community Board 12, The Bronx was called to order at 7:51 P.M., by Father Richard Gorman, chairperson, at Town Hall—4101 White Plains Road, The Bronx.

Those wishing to participate were asked to stand for the Pledge of Allegiance followed by a moment of silent reflection with special intentions for our colleagues Ms. Gloria Alexander and Ms. Christine Foreman who are ill and for the family of Mr. John Backman, Director of Operations for the Department of Parks Recreation in The Bronx who passed. He was a wonderful human being and a devoted civil servant. He leaves a wife and two young children.

I Approval of the Minutes April 24, 2008

Motion made by Mr. Ken Parr and seconded that the Minutes of April 24, 2008 be accepted as printed with any necessary corrections. Motion passed 20 Ayes and 2 Abstentions.

II Matters Arising From These Minutes

There were no matters arising from the minutes of May 22, 2008.

III Good and Welfare/Community Speaks

Ms. N Maat Ankhmeni/The Learning Tree

On June 11, 2006 the Learning Tree will be hosting a banquet at the Greentree Country Club. Ms. Ankhmeni informed everything that they are looking for people to place advertisements in their journal. She also informed everyone that they are accepting enrollment for Pre-K through the 8th grade. For additional information please visit their web site at www.learningtreeprep.org.

Ms. Melissa Baker/The Learning Tree

Ms. Baker informed everyone that the book fair at Barnes and Nobles was very well attended and was a success. Senator Ruth Hassell-Thompson was in attendance and the performing arts program performed.

Ms. Shanaleigh Mekia/Council Member Larry Seabrook

Council Member Larry Seabrook and New York University College of Dentistry presents smiling faces, going places… Mobile Dental Care on Wednesday, May 14, 2008 at the Richard Green Educational Complex—3710 Barnes Avenue at the corner of East 216th Street. Services are only provided for children 6 months to 14 years of age. Please pick up an application from Ursula Greene.

Mr. Andy King/YEP

Mr. King stated that since the Sean Bell shooting YEP has been meeting to improve police and community relations. They will be hosting additional forums.

Ms. Josie Burke/Resident

Ms. Burke informed everyone that there will be a Ribbon Cutting Ceremony for Muskrat Park at the Metro North entrance on May 28, 2008 at 11:00 A.M.

Mr. Barrington Bennett/Resident

Mr. Bennett informed the Board that the plans he submitted have been denied by the Buildings Department because he does not have the necessary parking space. He is requesting the support of Board regarding permits to build.

Mr. Bennett was advised to speak to Ms. Rosa after the Board Meeting.

Ms. A. Edwards/East 232nd & 233rd and Paulding Avenue
Block Association


Ms. Edwards informed the Board that Board that the neon sign at 1017 East 233rd Street is still there. She also informed the Board that a lot of postering is occurring throughout the community.

Mr. Al deCastro/East of Laconia Block Association

Mr. DeCastro commended Ms. Rosa for arranging a meeting with the Department of Design and Construction (DDC) regarding the Ely Avenue Project. About 15 residents were in attendance and DDC gave a presentation. He stated the importance of the community having outreach regarding projects that come into the area. He advised other community residents to contact the Community Board and arrange a meeting if projects are going to be taken place in their area.

Dr. Joseph/Resident

Dr. Joseph is a professor who has lived in the community for over 30 years. In his opinion city schools are far behind than other schools.

He also encouraged the Community Board to make sure meeting notices are given in a timely matter.

IV Chairman’s Report

Father Gorman informed everyone that the Mayor wanted to take an addition $6,000 from the Community Board’s budget. He has already taken $10,000. On Tuesday he testified at the City Council Hearing were he received a wonderful reception. Bronx Borough President Carrion and the city’s four other Borough Presidents were also in attendance to show their displeasure with the proposal by the Mayor. The Chairman encouraged all residents to contact the Mayor, Council Representatives and the Speaker to also show their displeasure. He informed everyone that Community Board budgets have not been increased since 1986 and under Mayor Guilanni the budgets were cut every year except with mandated union and managerial increases. Father Gorman thanked Mr. Al de Castro who wrote a letter on behalf of Community Board 12.

At this point Father Gorman read a memorandum from the Department of Environmental Protection regarding blasting that will be taking place at the Croton Water Filtration Plant beginning May 23, 2008. Some blasts are scheduled during overnight hours, Monday to Friday. The blasting will be 170 feet beneath Mosholu Golf Course, approximately 1800 feet west of Jerome Avenue. All blasts will continue to be conducted according to approved plans and under the supervision of the FDNY Explosives Unit.

The Chairman informed everyone that the firehouse is being demolished and the new EMS Station should be completed by the summer.

Father Gorman encouraged everyone to participate in Bronx week. He also stated that the Bronx Business Alliance is working very hard to improve to improve White Plains Road. Bronx Business Alliance meets at Town Hall every month.

At this point the Chairman announced those Board Members who were excused.

Comptroller Thompson’s office is looking into sub prime lending. If anyone is aware of any improprieties please contact the Comptroller or the Community Board.

Father Gorman informed everyone that the Board of Education is not cooperating regarding a traffic study at the Rosa Parks Complex.

The Chairman requested that Mr. Doyle express the Boards gratitude to Senator Klein for hosting the forum with the Police Department although only a small number of people were in attendance.

V District Manager’s Report

VI Report of the Bronx Borough President

• Community Board members who have submitted a reappointment application should continue to serve until they receive a letter from the Borough President regarding their reappointment. The terms of those community board members who did not submit a reappointment application ended on March 31, 2008.

• Borough Presidents, City Council Members and Civic Leaders Oppose Budget Cuts to New York City Community Boards.

• Borough President Carrion headed the Beautification Campaign on “Team Up To Clean Up” Day.

• Bronx Borough President Announced the Publication of a Citizenship and Naturalization Guide to Help the Immigrant Community.

• Bronx Borough President Celebrated Israel’s 60th Anniversary.

• Bronx Borough President Hosted the 2nd Annual Armed Forces Appreciation Day.

VII Committee Reports

Report of the Nominating Committee

Economic and Business Services Committee


Motion made by Mr. Larry Clark to recommend to New York State Liquor Authority (SLA) to renew the licenses of the Hideout Tavern, JFP Beer Distributors, Azzari Restaurant, and Beatty Equities. Motion passed unanimously.

Motion made by Mr. Larry Clark to recommend to SLA to grant a wavier to Copacabana Bar and Grill. Motion passed unanimously.

Public Safety Committee

Mr. Walter Burgin, chairperson, reported that letters have been mailed regarding CERT. He has 15 people signed up to participate but no one from Woodlawn or Wakefield. He would like to have people from all parts of Community Board 12. The classes are held for 3 hours, 11 weeks and they begin in September. Participants must be at least 18 years of age.
Environmental Concerns Committee

Education and Youth Services Committee

Ms. Johnnie Goff, chairperson, would like to see youth participate in CERT. She informed everyone that she had four youth to sign up to be on the Education and Youth Services Committee.

Housing Committee

Treasure’s Report

Father Gorman informed the Board that Ms. Bloomfield will give a report at the next Board Meeting and the money has been moved from Bank of America to Ridgewood Bank. Everyone should begin to give their donations in September.

Father Gorman thanked Mr. Lucania for attending the Board Meetings.

Mr. Laurie Richardson announced that he would be moving to Florida. He thanked the Board for their help with the community’s fight against OTB, Rite Aide, and other issues. He is retiring from MTA and he wished everyone the very best.
